In England, Scotland and Wales, rules introduced in October 2006 under the new Regulatory Reform (Fire Safety Order) replaced most existing fire safety legislation. Fire certificates are no longer required, and greater emphasis is now placed on preventing fires and reducing risk.

Anyone who has some control over premises must take reasonable steps to reduce the risk from fire and make sure people can safely escape if there is a fire. The regulations apply to all non-domestic premises including some of those listed below:

Cinemas, theatres, concert halls and other large public venues

Places of work such as offices, factories, industrial units, supermarkets, shops and shopping centres.

Large places of assembly where more than 300 people could gather such as large nightclubs, museums, libraries, hotels, zoos, markets, exhibition and conference centres and sport stadia.

Small and medium places of assembly like schools, colleges, public houses, places of worship, village halls, multi storey accommodation and community centres.

Public transport buildings such as bus stations, railway stations and airports, taxi stands and facilities.
